By the look of the pic. the eye liner is a navy blue, so they probably drew that on both the top and bottom of the lash lines. then they took mascara and held it up and down (instead of side to side), and coated the lashes that way. Then they either took a shadow (light blue?) with glitter and coated that from the lashes up a little past the crease, or took a light color and then put glitter on top.
Also for the mascara, try ';cleaning'; (take off most of the mascara its self) the brush, it'll make it easier to put on

K first you need to put eyeliner on not to much this isnt a emo look just on the rim of your eyelashes. then i would do two coats of mascara on top and bottom lashes covergirl has good '; drug store'; stuff but if you want great stuff go to macys. Then put some silver eyeshaddow on tope lid above put gray up to brow bone.

well if its eye shadow you gently put it on your eye lid but if its eye liner you have to be really careful cause when i was little i put it on my mom and poked it in her eye i don't do it now and eye lash's make up you brush the bottom of them and curl them that way you know and i just love eye make up that's all i can say for now got to go to bed to bed
Black eyeliner first. Sweep silver shadow all over lid and into crease. Take darker shadow and apply it over the eyeliner, blending in with the silver, and finish with mascara.
i personally don't like it. I like this one.
